Thinking about picking up a Remington 700 action (action only). Obviously I would have to find a gunsmith to put a barrel on.
How hard is "making" the rest of the rifle? I am, frankly, not very handy. But if all you do is buy drop-in parts, I could figure that out in an afternoon.
Or is it just better to find the cheapest model 700 you can find and just to a rebarrel / stock swap?

What do you want to accomplish as the end result? I remember having an M98 Mauser sporterized years ago. I essentially had everything done. It dawned on me that I spent more money in the process than if I had just bought a new Rem. model 700 or Win. model 70. Unless you can do everything yourself, and it sounds like you can't, you'd be better off just buying a new or used completed rifle. Just my opinion for what it's worth.

With neck and shoulder problems, carrying a heavy rifle gives me problems. I'm trying to get a long action around 7 1/2 pounds scoped. The 35 whelen or 9.3x62 has been on my radar. I guess I could buy a 30-06 and rebore / stock swap

First, "drop in" parts. . . some are, some aren't. Most aftermarket stocks might work as a simple bolt on, but they'll be improved by some bedding. Second, you have neck/shoulder problems and you want to shoot a light 9.3x62 or 35 Whelan? Might wanna rethink that. Rebarreling an existing action will cost at least 300$, and then there's the stock, the trigger, scope mounts, scope. . . Making a custom rifle is always waaay more eexpensive than buying one off the shelf.

BTW, just checked Bud's gun shop. Ruger and Remington make factory bolt action rifles in 35 Whelan. The Remmy is apparently a limited edition. Ruger, H&R, and CVA also make single shots in 35 Whelan. Didn't find any 9.3x62 rifles.. I wonder if CZ ever made one. Oh, and Remmy makes the 760 pump in 35 Whelan, too.

Recoil does not cause me additional pain. I have no problems with the recoil of my 7 1/2 pound 7mm rem mag, 375 h&h, and 3 1/2" turkey loads. It's the carrying weight that really pisses my muscles and nerves off. 7 1/2 pounds is the upper end for extended carrying. I pay the price the next day after 3-4 hours of rabbit hunting with my 12ga
That is why the mountain rifles appeal to me.
The 325 wsm is very interesting but geez it looks like ammo is hard to come by and is over $50 a box. Hits like a 338win mag with less recoil than a 300 win mag
