If he does not like recoil: of the rounds listed the 25-06 and the 7mm-08 are the ones, 308 next.
270 and 30-06 always felt like the same gun to me. 300 win mag is just to much for non shooters.
300 yards to me the 7mm-08 is the one. If you want to shoot longer ranges or yotes with it also the 25-06 but it will kick more than the 7-08 a bit and shells are as expensive if not more so. Plus the long action verse short action of the 7-08 is going to be a plus on the 7-08 in available cheap rifles. The 308 is going to be the cheap one. Remember that the cheap rifle normally have a high bolt throw something I do not like on a bolt action rifle.
The Tc venture has had 4 recalls. The rem 710 drops the mag when fired, the Axis Unknown personel experance. Well I like a pretty rifle so the rem model 7 in 7-08 would get the call.
Ruger normally has a recall with each new line lately. That said the marlin pro fire and savage accutrigger is not a two stage trigger. it is just a safety trigger and lawyer friendly way to get a rifle with under a 5 pound pull. Savage 110 are alway accurate.
At his price i would look at the marlin xl7 in 25-06 and the Howa in 7-08. I would say Vanguard or tikka if you looked at 308. I don't think they are on the 7-08 train yet. The vanguard and howa are japan made and the Tikka is swedish or finnish designed but I am un aware of where they are made.
