Is the 28ga somewhat popular in other parts of the world or is it as big of a dinosaur as it is here?
I'll pass till the 20ga hits the market...

The only true differance between a .28 ga and a .410 is the bore dia. Everything else is pretty much equal. On shotguns it seams likly for a 28 ga to patten better.........maybe? On .410 the 2-1/2" shells pattern better than 3" .....or likely as well ?

What i am saying is if it were a true smooth bore it would be against ATF rules and considered a short barreled shotgun. If it was rifled it would also be against ATF rules as it would be bigger than 50 caliber. Maybe the weird language as to what is considered a shotgun and what is considered a pistol. These pistol seem to blur the lines pretty well as to what is legal.
It seems to be ATF approved.
Until jan 24 the saiga AK 12 gauge shotgun is not a destructive device but it is still a drum fired 12 gauge shotgun just like the old street sweeper which is now a destructive device. Then again in Indiana we have very liberal gun laws. (see liberal gun laws are not always bad) We cannot have short barreled shotguns but if they were listed as AOW (or any other weapon) we can buy one after paying the federal tax stamp. Other states will not allow short barreled rifles or silencers at all.
