Personally I will likely hunt with the muzzle loader one way or another. Logically I can see no problem with making adjustments to rules and regulations. The way I see is this: The original intent was to have a challenging primitive hunt for muzzle stuffers. There seemed to be a market for building guns that technically followed the rules as they existed. These rfiles and components evolved into another form of rifles, similar to power and accuracy of many center fire rifles. The result was that by technology the intent of the primitive hunting season was 'ignored/broken/pick your verb'. It appears that the new rule/law is an attempt to get back to the original primitive intent of the muzzle loader season.
I am not really trying to pick a side here, but I guess I did. Adjusting the rules is common in sports, see NASCAR engine and safety requirements for example.
I think that if a person has vision problems then he/she should be able to petition for a period specific scope. Otherwise, I see no reason to allow scopes in a primitive hunt.
Just don't make me use open sights with wings on the side, oh yeh, buckhorns.

Who cares, it's not worth arguing about anymore. I shot a flinter in rifle season for years so i guess I'll shoot it in inline season. It won't make any difference to me or to the deer I shoot. Time marches on an technology creeps in, heck my gramps who's biggest gun was a 30-30 would have been astounded at a 300RUM with a scope and a bipod. He'd of taken one look and said get that ugly thing out of here! Now there is actually folks who HUNT with such stuff and enjoy themselves doing it. You can't blame 'em 'cause their folks didn't raise them right.

This is how Pennsylvania protected the primative season. The following is the description for legal fireams for deer hunting, from the 2006-2007 hunting license digest....
Late Flintlock Season - Flintlock ignition, single-barrel long guns manufactured prior to 1800, or a similar reproduction of an original muzzleloading single-barrel long gun 44 caliber or larger, using a single projectile. Iron open āVā or notch sights only. Fiber optic inserts permitted.
The lobbying efforts of Mr. Knight and other industry lobbyists resulted in a one week, antlerless only, in the middle of Archery season. In that season in-lines and scopes are allowed. The late season remains intact. They have caved somewhat though, it used to be roundballs only. And they let those fiber optic sights in a few years back. Hopefully they won't cave in anymore.
